He was born November 2, 1949 to George and Phyllis (Van de Bogart) Pullins.
Cecil was a career military man, joining the US Navy in 1969. After serving just four years, he met the love of his life, Mary Eaton, and they married December 8, 1973. He took on the role of loving husband, and father of her three girls as if they were his own.
He is survived by his two younger brothers, Ron Pullins of Idaho and Marc (Christina) Pullins of Spokane; three daughters, Melinda Diaz, Theresa (Nick) Zuniga, Patricia (Robert) Wawrzynski; seven grandchildren, a great grandchild and one great-great grandchild.
After retiring from the US Navy in 1989, he worked 30 more years at the Olalla Guest Lodge as the head cook. Once again retiring in 2019 with his bride of 50 years, Mary. Always a hard worker and a man of his word.
Cecil’s love in life was fishing with friends and family. He was always up for a day on the water.
