Roke was born in Agana, Guam on August 22, 1937. He was raised in the village of Mangilao, GU and attended George Washington High School. Roke married Maria Torres Camacho, Familian “Spotsa”, on August 16, 1958 and they raised their 7 children in Mangilao. Prior to his time with the Government of Guam, he was honorably discharged from United States Navy, where he served as a fireman.
