Born in Lewis Creek, Virginia to Lillie Stallard Osborne and Thomas David Osborne, Jack was the 9th of 13th children. His family worked on the railroad as well as, owned the general store and supported the community through the challenges of the Great Depression. He joined the navy at the age of 17, stationed in Cuba. He served bravely as a Chief Hospital Corpsman on the USS Roper, USS Rubertus during WWll in the Mediterranean Ocean, USS Chara during the Korean Conflict in the Pacific Ocean, and the Aircraft Carrier Midway. Jack married “the prettiest girl” he had ever seen, Betty June Belcher, on January 26th 1945 in Cincinnati, Ohio. While traveling the country and the world together, Jack and June gave birth to their son, Thomas David, on December 22nd, 1946 and daughter, Kathy Lynne, on May 21st, 1955. He was honorably discharged from the military in 1961. He continued his life’s work in service as the Director of Environmental Quality for Douglas County in Roseburg, Oregon and moved to Portland and into to the position of Director of Subsurface Sewage for the state of Oregon in 1974. He worked hard to ensure environmental health for the state until 1984. Following his retirement, he and June spent springs and summers in the beautiful home they built on the banks of the Deschutes River in Redmond, Oregon, and their winters warm and cozy in Yuma, AZ. Jack and June moved to Port Orchard, Washington in 1992 to be closer to their family during the spring and summer months. Jack was an avid reader, outdoorsman, and grandpa to his grandchildren, Travis and Hilari, and his great grandchildren, Eleanor and Thomas.
